The game is a graphical adventure type game. But the graphics aren't good, even for games from that time... barely more than stick figures. There wasn't instructions, but it seems the game is something like the following. There is a gang of people headed by Wally. They have to find various objects throughout the city and gather "loot" points while avoiding various obstacles. Each member has 3 lives and an endurance bar. You can switch from one member to another, but only if they are in the same location. Eventually, supposedly you can find a safe and crack it open to win. The city even has a zoo. In that location, you have to avoid a land shark and get a monkey wrench that is under monkey bars while avoiding bananas being dropped by monkeys.
If it were me, I would have changed a few things. Wally would head a gang consisting of mythological characters, all talking as pirates. Though they would talk of destruction, they would actually use the objects they find to build things and help improve the community. They would try to avoid cheesecake obstacles and try not to slip in gravy. Maybe they would refresh themselves by eating raisins. I can't imagine what music would be playing in the background... I would probably keep the music off.
